PRA-Based Evaluation of Villagers' Adaptive Capacity to Tourism Redevelopment in National Key Rural Tourism Villages of Shaanxi Province: A Case Study of Caijiapo Village, Xi'an

Within the context of China's rural revitalization strategy, National Key Rural Tourism Villages represent critical intersections of cultural heritage preservation and local economic development. These villages encounter multifaceted challenges during their mature development and subsequent redevelopment phases. This study investigates Caijiapo Village in Xi'an City as a case study. Employing a Participatory Rural Appraisal (PRA) approach integrated with factor analysis and in-depth interviews, we constructed a comprehensive adaptive capacity evaluation index system. This system assessed villager adaptability across six key dimensions: policy, social, ecological, economic, cultural, and psychological. Our findings identify policy support, economic incentives, and cultural identity as the principal drivers of adaptive capacity. However, significant shortcomings were observed in community participation mechanisms and cultural safeguarding practices. Consequently, this study proposes strategic recommendations focused on optimizing policy guidance, enhancing community governance capacity, and fostering deeper integration between cultural assets and economic development. This research offers a novel perspective and a practical foundation for formulating sustainable development pathways for National Key Rural Tourism Villages.
