Realizing a dual-carbon city is an inherent requirement for promoting high-quality economic development and the construction of ecological civilization. The double difference method was used to empirically test the impact of Hefei's smart city policy on carbon emission reduction from 2006 to 2019. The results show that smart city construction significantly reduces urban carbon emission intensity and improves energy utilization efficiency. Based on this, relevant suggestions are put forward, such as formulating long-term, phased construction plans, aiming to promote green and low-carbon development of cities and achieve dual carbon goals.
