Research on the Construction of Resilience Evaluation Index System for Tertiary General Hospitals

Abstract: Objective: To establish a resilience evaluation index system for tertiary general hospitals, providing scientific support for the dynamic assessment of hospital resilience and the formulation of precise improvement strategies. Methods: The initial draft of the resilience evaluation index system for tertiary general hospitals was constructed using the literature review method. Expert consultation was conducted using the Delphi method to form the final index system, and the weight of each level of indicators was determined using the analytic hierarchy process. Results: Two rounds of expert consultation were conducted, with 15 experts invited to participate. The positive coefficient of experts in both rounds was 100%; the expert authority coefficient Cr was all > 0.850; the coefficient of variation Cv ranged from 0 to 0.1675; the average importance score of the first round consultation was in the range of 3.8 to 5, and after adjustment, the average importance score of the second round consultation was in the range of 4.067 to 5. The final resilience evaluation index system for tertiary general hospitals includes 5 first-level indicators, 16 second-level indicators, and 55 third-level indicators. Conclusion: The resilience evaluation index system for tertiary general hospitals constructed through the Delphi method and the analytic hierarchy process in this study has certain scientificity and reliability, providing a theoretical basis for subsequent hospital resilience construction. Analysis of the Development Status and Trends of Flexible Employment from the Perspective of Labor Economics

Abstract: The deep integration of digital economy and platform technology has made flexible employment a key part of China's labor market, playing a prominent role in stabilizing employment, expanding domestic demand, and promoting innovation. This article is based on the theoretical framework of labor economics, combined with data and research reports from authoritative institutions such as the National Bureau of Statistics, to systematically analyze the current development status, market impact, and structural contradictions of flexible employment. Research has shown that China has a large number of flexible employment groups, and new types of flexible employment continue to expand, showing characteristics of youthfulness, platformization, and urban agglomeration; Internet technology optimizes the supply and demand matching of labor force, and significantly improves the elasticity of the employment market. However, flexible employment groups still face problems such as low social security coverage, skill mismatch, and ambiguous definition of labor relations. Based on the panel data of the China Family Tracking Survey (CFPS), the empirical analysis verifies the positive impact of Internet use on the self employment probability and labor supply time of flexible employees, and the substitution effect is greater than the income effect. Finally, suggestions are put forward from the dimensions of institutional improvement, skill enhancement, and innovation guarantee, providing reference for building a labor market system that is suitable for new forms of employment. Abstract: The coordination mechanisms for resolving conflicts of interest among multiple stakeholders are crucial for the efficient operation of science and technology innovation supply chains. The fixed proportion allocation model and static incentive system prove inadequate for complex innovation practices, while flexible distribution methods, dynamic adjustments, and multidimensional performance evaluation systems better stimulate initiative and ensure collaborative stability. Multi-level governance frameworks, consensus-building culture cultivation, and incentive compensation mechanisms at the local policy level provide robust safeguards to mitigate cooperation friction and enhance collaborative innovation capabilities. The study concludes that institutional innovation and incentive mechanism optimization serve as the foundation for promoting efficient multi-stakeholder collaboration in science and technology innovation supply chains, enabling resource integration and sustainable development of innovation ecosystems. Abstract: This article focuses on the impact logic of ESG (Environmental, Social, Governance) practices and policy stability on corporate financing. By combining information asymmetry theory, institutional economics theory, and the current status of corporate financing practices, the article analyzes the pathways of the two - ESG practices optimize financing conditions directly by mitigating information gaps and strengthening corporate reputation, while policy stability focuses on reducing environmental uncertainty and regulating the financing empowerment effect of ESG practices. The two work together to build a healthy ecosystem for corporate financing. Research has found that standardized ESG practices can effectively weaken the risk concerns of financial institutions and investors, while continuous and stable policies can build confidence in corporate ESG investment, further loosening the financing environment. Research on the Impact of Resource Allocation on the Living Standards of Residents in Impoverished Areas

Abstract: Resource allocation is the core lever for adjusting regional development gaps and improving the living standards of residents in poverty-stricken areas. This article is based on the background of the connection between poverty alleviation and rural revitalization, focusing on the five resource dimensions of education, healthcare, infrastructure, industrial support, and public services. Through literature research, policy analysis, and quantitative empirical methods (two-way fixed effects multiple linear regression model), empirical induction is used to explore their impact mechanisms on residents' income, quality of life, and development opportunities. Research has found that balanced resource allocation determines the foundation for the survival and development of residents in poverty-stricken areas. Investment in education and industry resources enhances long-term income generating capacity, optimization of healthcare and infrastructure reduces living costs and risks, and improvement of public services narrows the urban-rural gap. There are still problems in poverty-stricken areas, such as insufficient precision in resource allocation, poor flow of urban and rural resources, and incomplete mechanisms for diversified investment. Research on Complex Distribution Fitting and Evolution Model of Dynamic Data

Abstract: In the era of big data, dynamic data in the fields of financial transactions, environmental monitoring, medical care and health care are growing explosively. Due to its timeliness, volatility and multi-source characteristics, the data distribution presents a complex multi peak and non-stationary state, and the traditional static fitting method is difficult to meet the actual analysis needs. This paper focuses on the complex distribution fitting and evolution mode of dynamic data, analyzes the core characteristics of dynamic data and the difficulties of distribution fitting, sorts out the applicable scenarios and improvement strategies of common distribution fitting models, constructs the representation system and identification method of evolution mode, verifies the effectiveness of the model through the real scene demonstration, and expands the application scenarios to complete the effect verification. The research shows that the improved dynamic fitting method based on Gaussian mixture model has significant advantages in multimodal data fitting, and the goodness of fit is improved by 10%~20% on average compared with the traditional method, and the evolutionary pattern recognition can effectively capture the trend and mutation of data, and the conclusion is consistent with the empirical research conclusion in the same field. Abstract: With increasingly stringent environmental constraints and the rapid growth of urban logistics demand, electric vehicles (EVs) have become an important component of urban delivery systems due to their low-carbon, energy-efficient, and low-noise characteristics. However, limited driving range, charging requirements, and the uneven spatial distribution of charging infrastructure make the electric vehicle routing problem (EVRP) significantly more complex than conventional vehicle routing problems, posing new challenges to logistics operations and traffic management. In recent years, extensive research has been conducted on EV routing optimization, covering route planning, charging strategy coordination, mixed fleet operations, and charging infrastructure deployment. Meanwhile, the rapid development of intelligent transportation systems (ITS) has provided new technical support for EV routing optimization. By leveraging real-time traffic information, data sharing, and intelligent dispatching, ITS enhances the adaptability and responsiveness of routing decisions, thereby improving delivery efficiency and reducing energy consumption and emissions. This paper presents a comprehensive review of EV routing optimization oriented to ITS, systematically summarizing key research issues and application scenarios. Abstract: Against the backdrop of rapid digital economy development, core employees are key to enterprises’ competitive advantage. Equity incentive, a critical mechanism linking core employees to long-term corporate growth, has drawn wide attention for its relationship with enterprise performance. This paper uses literature research, case analysis, and financial indicators to study Alibaba, sorting out its core employee equity incentive development and system design, analyzing the internal mechanism of equity incentive on performance, and verifying effects via financial and non-financial data. Findings show Alibaba’s "hierarchical grant, dynamic adjustment, long-term lock-in" equity incentive system significantly boosts performance by cutting agency costs, stimulating innovation, and stabilizing talent. However, issues like unbalanced incentive intensity and rigid assessment mechanisms exist. Abstract: This study examines advancements in addressing climate change on an international scale, with a particular focus on initiatives undertaken in China, while also identifying the fiscal and funding obstacles that have emerged throughout these efforts. The study finds that although a global climate governance framework centered on the Paris Agreement has been established, it faces structural dilemmas such as intensifying geopolitical rivalry and a "deadly gap" between emission reduction actions and temperature control targets. China's pursuit of its "dual carbon" targets, supported by the overarching "1+N" policy framework, has yielded substantial progress in sectors such as renewable energy and electric vehicles. This approach reflects a transition strategy oriented toward fostering sustainable economic growth. However, global climate action is severely constrained by funding, with the scale of finance falling far short of requirements and exhibiting structural imbalances between mitigation and adaptation efforts, as well as across different regions. The conclusion points out that the future success of global climate governance hinges on bridging three critical divides—political, implementation, and financial—by driving reforms in the financial system and fostering substantive international cooperation.
